I believe these figures are hand-carved based on the glue residue on some of them. The last photo shows a shepherd and donkey with damage. The shepherd is missing the staff and the donkey has damage to the head as seen in the photo.
The set appears to be very similar to the "Welcome Jesus" set from Internavities byFrancis Agbete but I can not say for certain as this set has no identifying markings.
